ARQUEOLOGIA DA PAISAGEM COMO INSTRUMENTO

DE GESTÃO NO LICENCIAMENTO AMBIENTAL

DE ATIVIDADES PORTUÁRIAS

Resumo

O objetivo desta comunicação é propor algumas reflexões em torno do

tema arqueologia da paisagem como instrumento de gestão no

licenciamento ambiental de atividades portuárias, considerando

alguns princípios básicos que regem o planejamento e a práxis da

arqueologia no licenciamento ambiental de obras potencialmente

lesivas ao meio ambiente. A portaria IPHAN 230, de 17 de dezembro

de 2002, norma infra-legal que regula o assunto, instituiu o termo

arqueologia preventiva. Nesse sentido, muito mais que simplesmente

compatibilizar os procedimentos de salvamento arqueológico às fases

do licenciamento, o instrumento regulatório recepcionou e distribuiu

conteúdos metodológicos e técnicos próprios ao exercício da

arqueologia in totum. Assim, nesta oportunidade é focada a trama de

relações entre os princípios normativos da salvaguarda do patrimônio

e as plataformas conceituais da disciplina na perspectiva da

arqueologia da paisagem, convergindo para alguns comentários

acerca das estratégias de produção e gestão de qualidade da

arqueoinformação no âmbito do licenciamento ambiental.

Abstract

This communication has as objective to propose some reflexions

around the theme archaeology of landscape as instrument of

management in the environmental licencing of port activities,

considering some basic principles that rule the planning and the praxis

of archaeology in the environmental licencing of constructions

potencially harmful to environment. The Dec. 17, 2002 IPHAN 230

regulation, infra-legal policy that regulates the matter, instituted the

term preventive archaeology. In this sense, more than simply

compatibilize the procedures of archaeological salvation according to

fases of licencing, the regulatory instrument received and distributed

methodological and technical contents apropriated to archaeological

exercise in totum. Thus, in this opportunity focus is put in the

relationship between the normative principles of patrimonial

safeguard and the conceptual platforms of the discipline in the

perspective of landscape archaeology, converging to some

commentaries about the strategies of production and quality

management of archaeoinormation in the scope of environmental

licencing.
